Bloomfield board approves several ECA positions

Friday, September 25, 2009
Extra-curricular activity recommendations, a budget hearing and more topped the agenda for the September meeting of the Bloomfield School Board.

In financial business, the board adopted expenditure goals for the 2010 budget.

The goals include a range of items from use of full-day kindergarten grant and Title I stimulus grant to increase instructional expenditures among others.

According to Superintendent Dan Sichting's recommendation, the Indiana General Assembly passed legislation mandating the expenditure goals.

No public comments were made during the 2010 budget public hearing. The board will hold a special meeting Oct. 8 for budget adoption.

In other business, the board approved a resolution to shift a portion of contracted bus services to the bus replacement plan.

Sichting explained that at one time the transportation fund was a levy driven fund with increases in fuel costs outpacing the normal adjustment to the transportation levy.

"Prior to the availability of this flexibility, Bloomfield School District was transferring money from other funds to make up the shortfall in the transportation fund," Sichting's recommendation said.

In other business, the board approved a contract with Astesco, Inc. to inspect houses for asbestos prior to demolition. Cost is $150 per structure and the school recently purchased five structures.

The board also voted to allow Sichting to enroll in the Indiana Small and Rural Schools Association.

"I think it's money well spent," Sichting said, noting recent school consolidation talk by Gov. Mitch Daniels.

The membership includes regular updates during legislative sessions, lobbyists to work for small and rural schools during legislative sessions and links to the National Rural Educators Association.

In a 5-2 vote, the board approved a contract for marketing services with Slam Dunk Sports Marketing.

Board Members Doug Frye and Dwayne Hostetter voted against the contract.

The contract will provide the school with 16 feet of 18 ounce protective wall padding and 16 feet of stage padding, two scoring tables and one LED message center.

Slam Dunk will split all net revenue received at a rate of 50 percent on any sponsorship fees over $20,000.
