Commissioners agree to repair, not replace jail roof

The troublesome roof on the Greene County Jail was once again on the agenda of the Greene County Commissioners meeting Tuesday morning, but the idea of a major project was set aside in favor of a temporary repair due to lack of money.

Bids to repair the roof were received from two contractors at the last meeting. The lower bid of $90,975 was submitted by Kenny Russell of K.R. Russell Construction who spoke to the board at this meeting about the problems on the roof.

Russell said he recommended the current roof be repaired and left on as a back-up, with one-inch of insulation installed on top, followed by a new roof on top of that. He said it would be a 20-year roof.

When asked why a backup was necessary, the board learned that an average of one compressor a year is replaced, there are a total of eight on the roof, and whenever one is replaced, the workers damage the roof.

Commissioners President Bart Beard asked, "How are they damaging the roof when they go up there?"

He learned they were spilling some kind of fluid which was causing the damage.

"Then they don't need to be spilling this stuff," said Beard.

When asked if there was a problem with water standing on the flat roof, Russell explained a repair was made in the past that took care of standing water drainage problems.

Greene County Sheriff Terry Pierce agreed there wasn't a problem with water standing on the roof but quickly answered the question another way.

"No, it's all in the jail," said Pierce. "It doesn't stay on the roof."

Beard stated the board needed to make some kind of decision on a plan then start looking for money.

Russell suggested that if the money wasn't available now, a short-term solution at a significantly lower cost was an option -- the last repair job cost in the neighborhood of $10,000.

The board did not hesitate for long to ask Russell to put together an estimate to replace two skylights that are cracked and make repairs to get by for a couple of years.

Russell agreed and is expected to bring the estimate to the next meeting in two weeks.

In other matters, the commissioners:

* Tabled a proposed ordinance that lays out the procedure for any road name changes in the future. The ordinance includes a two-year moratorium on road name changes. After two years, petitions for road name changes will require a $250 non-refundable deposit with a petition. A few changes were made to the ordinance after it was presented at the last meeting. Another change will be made adding a $25 administrative fee that will be charged to residents who are establishing a new address, i.e. building a new house where none existed before. The ordinance will be back on the agenda of the next meeting.

* Opened submissions from four companies after the board had requested qualifications of firms interested in submitting bids for an upcoming sign project. Highway Superintendent Mike Hennette and Commissioner Steve Lindsey were appointed to score the four companies and return results to the board at the next meeting.

* Received printed information handed to the board by Greene County Economic Development Director Joan Bethell about foreign trade zones as well as statistics and predictions on the economic outlook for the future.

* Approved a request from Greene County Clerk Jackie Winstead to use the office funding to upgrade a copier, a shredder and all computers in the clerk's office.

All three commissioners were present at the meeting.

Well I'm glad I won't be building a new home....sucks on top of all the other fees you'll be charged a 25.00 fee to just get your new address...not much on top of national matters but enough to concern me when you consider all the cost Govt. adds to anything a free "person" does in this country now a days....

We need to take the stand that an Az.sheriff has done. Put them in tents with out all the things they have now. If its good enough for our troops to risk there lifes and sleep in tents then why cant our inmates do the same? Tents are cheaper then a roof?

Whats with letting people petitioning to change road names again. Don't the commisoners know when you change road names there is a lot of trouble created by having to change your address with everyone, not to mention costs associated with it such as ten dollar fee for changing your drivers license and other fees for changing you registration ect. If the commisioners change the road names they shculd pay everyone who does not sign the petition 100.00 for their troubles. Enough if enough with address changes.

Am I the only one that finds it odd that we are still allowing Mr. Beard to make any decisions at all??

Mr. Beard will be allowed to serve as a county commissioner unless he is convicted of a felony crime. He has been preliminarily charged with a Class A misdemeanor, which if he is convicted will not force him to leave office, according to state law. Please note, he has not been formally charged with any criminal offense.

Yes solsberrygal77 you are the only one...especially considering this is America and people are innocent until proven guilty.

I agree with DougSchneck, what was good enough for my husband, when he was in Iraq, is definately good enough for these criminals. Why should our tax money go to getting a new roof when there is no money to be found for it? I bet Army/Navy surplus stores have tents really cheap!

Right, just as this is a country where everyone is given a fair and just trial. Barry Brown is representing Mr. Beard. He usually takes these cases regarding local officials and they walk away with a slap on the hand.

Barry Brown is not Mr. Beard's lawyer. He is the special prosecutor in this case.

Do you find it odd that someone is innocent until proven guilty? I'm suprised you suggest that we not let Mr. Beard fulfill his elected position because he was accused of something. I'm not sure how things work in Solsberry nowadays, but in the rest of Greene County, lynch mobs have been replaced by trial.
