The presentation detailed the type of system that would be installed, the benefits, the cost and grant opportunities.
The council said this was a first-step for what it hopes is a successful program for the town.
Michelle Carrico of SIDC also visited the Sandborn council meeting to read a resolution authorizing a Water Planning Grant application submission, with local match commitment.
Carrico stated that out of 197 income survey letters mailed to Sandborn residents, only 116 had been returned. For a valid study for the Water Planning Grant application, an additional 32 must be returned. Carrico added that letters of support are still needed to accompany the grant application, as well.
She also reported that the Stormwater Grant Application was submitted June 12.
An ordinance was read regarding a water rate increase for the Sandborn Municipal Water Utility. The increase will amount to $4 per 1,000 gallons. The minimum bill will be 2,500 gallons, with an increase of $10 per month. The ordinance must be read two more times before it can be signed. The earliest date that the rate increase can take effect is Sept. 1, 2009.
Clerk-Treasurer Judi Hartsburg said residents who need assistance to pay their water bills should contact their local trustee or dial 211 for more information.
Hartsburg also reported that there was no park report, but she had been informed by Gladys Pemberton of the park board that the board would like to install three new members: Russell Walls, Mike Wright and Dana Wright. A motion was made to accept the new members, and it was approved.
Water Superintendent Cliff Pemberton, Sr., reported that 991,000 gallons of water were pumped during June, with an average of 33,000 gallons per day.
He also stated that he and Cliff, Jr. had patched holes in some of the town's streets during the month and removed downed limbs from a wind storm.
Sewer Superintendent Cliff, Jr. reported that the sewer department pumped 639,000 gallons during June, averaging 21,300 per day.
Council President Jon McKee read a letter from Roger Blackwell stating that he was resigning the council effective June, 30, which makes two vacancies on the council.
In other reports, Hartsburg read an ordinance regarding weed control, which basically stated that grass, weeds or brush should not exceed a maximum height of 12 inches, and outlines lien procedures if the town has to mow a property.
Hartsburg also stated that she had contacted the prosecutor's office for a status report on the Matthew and Ashley Roberts case. She was told that Mr. Sievers had the case under review and no charges had been filed.
Following the meeting, Hartsburg reported that two flags that had been bought by members of the community had been stolen from the display on Anderson Street. She asked that whoever has the flags can drop them off at the town hall with no questions asked.

Two noteworthy items of this story is one - The fact that I am now the only Town Council member remaining. The second is that the two flags that were stolen still have not been returned. Whoever has the flags can drop them off at the Town Hall with no questions asked. I'm sure that you have no use for them, nor do you understand why they mean so much to us veterans. Someone had to pay for those flags in money and also blood. Grow up and return them.
