He was arrested Wednesday evening by Worthington Town Marshal Dennis Conaway after an incident involving a handgun.
His bond was set at $26,000.
Phillips is facing a charge of residential entry, a class D felony; two counts of battery with a deadly weapon, both class C felonies; and possession of a handgun without a license, a class A misdemeanor.
Conaway was dispatched to the residence of a couple on Rural Route 1 in Worthington around 8:20 p.m. on the report that a man had entered their home, battered them, and had a handgun in his possession.
According to the probable cause affidavit, Phillips's wife had gone to the residence and asked to stay there after Phillips had allegedly come home drunk, trying to start an argument. Phillips then came to the couple's residence and entered the house without permission.
When confronted by the residents, Phillips allegedly struck a man and then a woman with a silver handgun. Another witness was present during this incident.
When Conaway arrived on the scene, Phillips was in a pickup truck parked in an adjacent driveway. Phillips was reported to have been hostile toward the officer, but after a back-up officer arrived, he was placed in a squad car and transported to the Greene County Jail.
The affidavit states that a shot gun was located behind the seat of Phillips's truck and then a handgun, a silver Smith & Wesson .357 revolver, was located under the seat of the truck. The officer noted that the handgun had one bullet in the chamber.
Phillips did not possess a valid permit or license to carry a handgun.
