SANDBORN ---- At the Sandborn Town Council meeting Thursday evening, sewer and water were major topics. Scott Miller, a rate consultant from H.J. Umbaugh Associates of Indianapolis, presented the council with a preliminary report for sewage costs. Preliminary rates for customers per month are $55 with a Department of Commerce grant and $63.65 without a grant. Estimated operating costs, with or without a grant, are $42,000 per year.
